I've encountered this thing along the Piken Square/Pockmar Flats area. Does anybody know what it's for or what it does? It seems to register as an enemy and henchmen attack it on sight but it never attacks back or yeild anything uselfull that I can tell off.

Spirits are creatures that have an effect on all nearby creatures. If you get close to the spirit you notice you have a new buff, that's the effect from the spirit.
Rangers can make spirits, and certain monsters make them too.
They work a lot like auras from D2 (or druid spirits in D2 :P) except that they affect allies AND enemies.

Well Favorable wind helps arrows fly, if I remember, farther and straighter. So if your a Warrior about to attack a group of archers and you can kill FW first it would help a little. I`ve killed a group and FW was there and was heading to a group of archers so I killed it first then attack. Most of the time I`d say you just attack and kill it later for kicks. Plus they can just cast it again anyway.

I'd imagine that it's been cast by an enemy ranger npc. It manifests as an attackable npc itself, but all it does if provide the enchantment of favorable winds to any npcs in the area. Whether it's worth attacking before attacking the mobs you're fighting is a tossup, it only makes a difference if the enemies are shooting arrows at you.

Yes, some spirits can have a somewhat negative impact on fights. As the previous poster mentioned, Quickening Zephyr increases the recharge speed of your skills with the price being a 33% increase in skill cost. That's generally pretty nasty for most casters.
