brohn's holy rod has the stats you want, but those are expensive these days i'm sure you can find em for sale in the sell forums or ingame

They did it so the weapons and off hand items would stack. So u get 40% chance skill recharge and 10% chance casting speed for all with the brohns rod and offhand.

got a max divine req holy rod 16% faster cast healing and 9% skill recharge dont know if this is what you want.
