Do 20/20 artifacts and a 20% weapon stack?

Just a quick question. Will my Wand with 20% recharge stack with the 20% recharge on my artifact, giving me a total of 40% recharge, or will it only give me 20%?

You have the chance of each one happening independently of the other, from my experience. So that means you can have 20% from one effect (.2 or 20% chance of that happening), or 20% OF 20% of the same effect (.2*.2 = .04 or 4% chance of happening).
The effects of the cast/recharge of the 20%of20% effect do stack, in which way I'm not mathematically certain. If I were to wager a guess as to the super speedy cast/recharge time, I would believe it's around 1/2 of 1/2 of the base, or 25% (0.25) the time it takes compared to the base cast or recast of the skill you're using (cast or recast depending on which two 20%s are stacking from your main and offhand).

I think it's:
0.8 chance it will be unaffected, then the other 20% kicks in.
so: 20% of 0.8 = 0.16, so:
36% it will (whatever the effect, be it fast casting, faster recharge, or +1).
