After 16 levels of doing every quest I have come across, I have not yet found any of the pet spells (with the exception of the starter minion spells)
Where can I find the ranged pet spell, the double-raising pet skill, etc. REALLY want Death Nova as well.

I just made it to Lions Arch.
PS: I just got the Signet of Capture quest - basically when a boss is casting a spell, if I use the skill, I will acquire the spell he was using? If I can use the skill to begin with?
16 N/R needs "pet" skills..where are they?

Did you find Grendich Courthouse and Serenity Temple? Both are in the 'Old Ascalon' region, and both offer skill trainers (in exchange for quests). Also, directly north of Lion's Arch is the New Ascalon Settlement - the knight there is a skill trainer with many powerful skills, possibly pet ones. If you haven't gotten all your trainer quests in Old Ascalon (Master Ranger Nente, mostly, but Ambassador Zain and Gate Guard Holis also have skill quests, regardless of your class) now would be the time to go back and do them. 
About Signet of Capture - you are correct, except there is a catch: You only get to use it once (assuming you actually get a skill with it). Each time you use it, you have to go back and buy another copy from that guy.
