The 4th (end of qualifying for competition) was ages ago... where's the builds I wonder? Surely it doesn't take that long...
We're also missing a nice little rule set for the world tournament which was supposed to have been released already.

I don't know about the tournament rules, but I won't give them my build, it works really well and I don't want it nerfed.

Most people don't understand how the top guilds are designing the templates.
More than likely, the top guilds won't take some cheap gimmick and submit it. Nor will they choose a build that only works well within a specific team. I'm assuming that they will design builds that would work well for a new players so they have a chance at PvP, no matter what kind of PvP it is. Builds will probably have two characteristics:
1) Easy for PvP beginners to use and understand, which lets them learn the profession they're playing.
2) Have an overall purpose without relying on a single cheap gimmick.
The guilds that manage to keep in the top 20 understand PvP really well, so I'm sure their builds would follow these characteristics. On the other hand, most of the current PvP templates don't follow these guidelines at all. The Spell Slasher and Paladin do not teach a newcomer how to play a Mesmer nor a Warrior at all. The IVEX Trapper doesn't have an overall purpose - it traps, poisons, blinds, and interrupts, but what exactly are you trying to do as an IVEX Trapper? Warrior's Bane is also pretty lame, since it devotes an entire build to a purpose that usually takes two or three skills (plus it uses Soul Reaping instead of Fast Casting... weird).
So no, I don't think ANet cares about your build. One PvP character build alone isn't worth nerfing (it's the team archetypes that get nerfed).

my only problem is that the players are going to vote on the builds. that is going to be a bad decision.

The worst they can do is eliminate a few of the good ones from a crop of the best. Still be far better than anything else available to the new player currently.
With the top 20 guilds designing the builds, the ones to pick from will be good enough regardless of which ones get cut.

And IIRC, most guilds are going to submit basic staple builds, your typical newbie friendly Tigers Fury axe warrior (since most players can't seem to manage frenzy correctly), some form of air spike elementalist (probably mind shock), a flag running build with crippling shot(for GvG), boon healer, etc... Its not going to be anything fancy in particular, and nothing that anyone with a modicum of brain and skill haven't figured out already.

a) Not everyone is gonna submit, only top 20 guilds
b) More importantly, ANeT knows your build. They know your password, and everything you've ever done on Guild Wars, from your actions during a mission to the items you've sold and thus also your build and what you've done with it. And don't feel so important, the don't nerf a build just because it works well. That's what it build is meant to do. They only nerf when certain skills are simply overpowered and lower overal game experience or are used to often for farming in a way that is too easy (see protective bond, you could use it while staying away from your computer for hours at a time).

Anyway, griefer running build is not exactly a secret. Hell, I think most of them are rather young infantile boys with access to Guild Wars Guru forum. A speed boost, a defensive stance and a snare - voila! griefer.

Of course Flag Runners are essential. But what about new players who jump into CA and think that it has a use there as well?
Although it makes sense to put a partial runner of some kind as a new template, seeing how necessary it is for GvG.

I think it's worth noting it has now been almost two weeks since the end of this competition and there's still not a peep about it.
As for the tournament rules WELL they're not that important anyway, except of course for those few people hoping to participate who have to travel half way around the world.
Oh well, I'm just happy I'm going to be able to watch the regional playoffs on the new flashy observer mode! I seriously hope I'm not being too optimistic there.
