Yeah I say merchant because anyone with enough cash to give a crap about buying items for looks (and skeleton isn't really very valuable due to looks anyway), can afford a much much better shield than this. Frankly if it isn't almost perfect mod, I salvage most HP only shields. Keepers have HP + something.
