I am pretty sure its not removed from the game and am also pretty sure you can get a req9 +12 eng death magic grim cesta with +30hp and +1 dm 20% from a collector either in the desert or southern shiverpeaks.

No you cannot get a +12. i myself settled for the req 8 one in maguuma. I needed the +1 death for my MM. So I took that instead of bortaks cesta
