It seems most monks use their secondary mainly for energy management (Channeling, OoB, Bonettis, Glyph of Renewal, etc...), but as far as I can tell there is nothing in the Ranger line that would help a monk out in this regard.
Storm Chaser will give you energy if you know you're going somewhere with elemental damage (or someone's kind enough to bring Greater Conflag), but you have to pump your Wilderness pretty high just in order to break even with the 10 energy cost. Marksman's Wager might work, except you'd need a) marksmanship, and b) a bow instead of a staff or wand, not to mention c) there goes your elite. Maybe Melandru's Resilience? I should mention that I'm thinking primarily PvP here, but am curious about PvE as well.
What else is there? I guess you could just rely on the monk stuff and go as an enchanter with Blessed Signet...either that or just do it the old fashioned way: hoard your energy like Ebenezer Scrooge.
I grew up as a Mo/N, but am dabbling in the other secondaries now. What do the experienced Mo/R's have to say?

Melandrus resillience + draw conditions is the only close to practical combination i am aware of
I have seen ferocious strike used also but thats a pretty horrible elite for energy for a Mo/ primary

Considering Mo/* is like painting a bulls-eye on your chest that screams: "Kill me, curse me, condition me!" Melandru's Resilience is definitely the ranger energy manager of choice. works great in lvl 10 arenas if you're lucky enough to beat your dopple at a REALLY low level.
