Well i would say a little more than 3k thanks to the ups... i would think 8-10k is a fair price for it... even if you don't plan to use the bow salvaging one of the ups will give you back the money you spent on it..
Personally i would just use it myself and not sell it.

15% enchanted isnt that great but would prob up the value to close to 20k max. It has a high req so that kinda lowers value a bit and enchanted mods are not that sought after.

Oh this will get about 90kish not no frigging 20% That's a perfect damage mod,and it's pretty nice.
