You get it from Simon the Scribe. Only after you've beat first mission.
Dont think you'll run a character in 10 or so minutes to farm the quest - It takes a decent amount a time (Last part of quest is after Ruins of Surmia mission, out past the breach).

Actually, the last one is on top of the ruins just outside Nolani Academy.

ok i got the 1st historical monument in surmia. been lookin in nolani for the 2nd, cannot find it. any help?

nevermind. i didnt realise it was right in diessa lowlands, rather than in the mission

To make things easier, I suggest you have the Regent Valley Defense and the Red-cloaked Deserter quests when you do this one. They are all right next to each other and the Regent Valley Defense arrow will lead you to a point very near the marker.

I cannot, for love or money, see the one by surmia. I follow the green star, walk all around even looked in mission town. It's just nowhere to be seen?! am i missing something?

That's because it's not inside Sumeria, it is inside the mission. So, you form up a party and "Enter Mission".
When you go to lower the draw bridge for Prince Rurik you will have to cross the river and head up a slope, just before you pass through the arch, at the top of the hill, you should see the monument for Sumeria. I would say you are about 75% of the way through the mission, when you hit it.

Yeah I was stuck there too. People said it's in the mission and I thought they meant a mission as in a church building.
