God, where shoudl I start. First off, you're spreading yourself way too thin to be very effective.
banish: 34 holy dmg (SMITE)
wastrels worry: 49 dmg (DOM)
mending: +2 hp regen (HEALING)
energy burn: -8 en; 56 dmg (DOM)
shatter enchantment: 77 dmg (DOM)
power spike: 80 dmg (DOM)
backfire: 112 dmg (DOM)
ether feast: +23 hp (INSP)
Ok, first off, DITCH mending. It's not worth it, especially with only a +2 regen (ew, you're sacrificing energy for that?). That should allow you to focus on just smite, dom, and inspiration, fast casting. Now, fast casting at 6 provides the "most" benefit to a character when regarding it's cost to effect.
Ok, so now you're 4 attributes thin, which is still a bit thin for my liking.
Next we look at your energy management. It doesn't exist. You're goign to need some type of management to make this build keep ticking. Right now, I'd say pump of inspiration a little and use chanelling. You shoudl have it by now. Also, the boost to your inpiration should compensate for your lack of mending when using ether feast. Also, add a minor rune of inspiration, you should have one on already.
Lets look at your damage spells:
banish: 34 holy dmg (SMITE)
wastrels worry: 49 dmg (DOM)
energy burn: -8 en; 56 dmg (DOM)
shatter enchantment: 77 dmg (DOM)
power spike: 80 dmg (DOM)
backfire: 112 dmg (DOM)
I personally don't like WW in PvE, you're better off using Smite from smiting prayers, and you'd be utilizing your secondary better (probably around 60 condition dmg). Shatter enchantment? There's not too much enchanting going on in PvE, and Shatter Hex does some nice damage. Also, it's nice to have some hex removal for yourself (although it's a little pricy). Evergy Burn is fine for now, even if it's a little pricy. Backfire is fine for PvE, cause things still cast through it. Now, I would NOT recomment power spike, even if it has a faster recharge than leak or block. Sure, it does the most damage, but if you're goign to use an interrupt (and have it your only one) I'd reccoment Cry of Frustration or Leech Sig (I useually use leech sig for the conditional energy gain). Why? Because these two skills interrupt any skill, not just a spell. Thus, you can keep that ranger from using Troll ungent, or a warrior from using heal sig. Very important that is.
So your new skills may look something like:
banish: 34 holy dmg (SMITE)
Smite: (Smite)
Channeling: (INSPIRATION)
Leech Sig: Inspiration
ether feast: +23 hp (INSP)
energy burn: -8 en; 56 dmg (DOM)
shatter Hex: (DOM)
backfire: 112 dmg (DOM)
Now, the BIGGEST problem with this, is a lack of a res. In PvE, you should have Restore Life as a Me/Mo, since you can use it to it's best with your fastcasting. You ARE the primary rezzing character. Thus, I'd say sacrifice a skill based on the area you're in for Restore Life (or Rebirth later).
If you're in an area with reletively few, or reletively "weak" hexes, remove shatter hex. If you need the hex removal, I'd say ditch energy burn/smite/banish. If you are doing fine with energy, you may even feel like you can get rid of leech sig, though I wouldn't recommend it. Or, if you're in a heavy interrupt area, ditch backfire because of the long cast time.
Basically, you need to find a focus, and work with it. This proposed skillset utilizes your attributes selected better than what you first had, and probably has a more efficient output in the longrun.
Or I'm crazy and haven't played a mesmer for months on end :P *end sarcasm*

no not cry. cry aint worth it. too much energy to waste and not a lot of dmg to do.
he shouldnt bring smite. let the res skill be in there.

thx guys but i do want to have at least one skill that does quick dmg; thats the whole reason why i wanted to put in banish; and the only reason why i put banish in was because it was cheaper than smite (banish: 5e; smite 10e); but ya i should ditch mending i definately agree with that; maybe an energy steal spell in for it?
TGgold
Firstly, I wanted to utilize the skills he wanted. And with leech sig and channeling his energy should be fine.
Also, he seemed to want a quick spike, and banish + smite is a quick spike against an attacking enemy that does about 150 damage at higher levels of smiting, but probably around 100 where he is now : that's a decent chunck to consider for a lvl 15.
Secondly, to judge1121, I don't think you read my whole post. If you read carefully, you'd know I recommended Leech Sig over cry for the conditional energy gain he may need. Also, the thing abou Cry is that it interrupt any skill, dmg is NOT the main reason for using it. ANd, leech sig is about (I think) 12 energy or so every 45 seconds is about 0.24 energy per second, about 2/3 of a pip of energy (not too bad, since elite skills like peace and harmony are only 1 pip...) but also for it's utility in say this situation:
Ranger foes. You knock down their health. They use troll ungent. You use leech sig, banish, then smite. You PROBABLY have a dead foe. THAT is why smite was kept. If he only wanted banish it wouldn't be worth investing in the smite line at all. If that didn't kill them, then maybe he had enough energy left for an energy burn to toally finish them off. But, for his point int he game, that combo should be enough. (banish first, then smite to give the enemy time to start attackign again).
This build is abou playing SMART, not OMGZ the DMG ON THIS IS HIGH. It's abou timing your spike to be most effective, and making sure that the spike kills the foe.
Also, I said switch channeling for mending, no? Did you read my whole post, it's full of ideas that you've addressed in your post.
Personally, I think your MOST conditional spell is shatter hex, that should be the first thing removed for the res (it will help you focus more on other htings that hex removal, and it's costly).
Thus, I'm going to stand that unless some other mesmer authority fins fault with my proposed skillset (for THIS point in the game), it should work fairly well (in fact, I know it works, I've run somethign similar before).

shatter Hex: (DOM) / Res Sig

This covers: DMG skills, self heal, energy management, and lacks most conditional dmg. (if the enemy isn't attacking, use energy burn, not smite).
