you cant since one your 5 levels higher then the creatures your fighting you don't get anymore xp from killing them.
Therefore since the highest lvl in pre searing in 8 (chars past north wall) you can only technically get to lvl 13, but you could go a little higher if you dont cash in your quest rewards and get all the xp from them when you are lvl 13, that'll get ya to about lvl 15.

Yep, I've seen the God Antipowers too a couple of times. Though, I know another trick besides the Charr, though, even though I know noone of ANet will read this, I've got an other trick to get lvl 20. It might take longer, but it's still possible.
And indeed, you can get a 13-20 Hammer from the crafter, also a 10-14 Sword. But I'm looking for better ones, that's all Maybe someone has a +10% Dmg 13-20 Hammer or something, that would be great.
