It's the scavengers of ascalon quest item, not the HOD axe.
The scavengers quest item has not been nerfed...yet.
The HOD axe had better dmg and a higher req(8 not 3)
You can still sell this, but don't call it a HOD axe, it's not.
Also why did you stick a less than +30 fortitude on it, you can't remove it, or overlay a +30 on it because it erases the bonus.

notice to possible buyers: though this axe did have 25hp as "base", if you try to re-upgrade it to +30, not only will the previous 29 be lost, but also the +25 leaving you with a junk non-salvagable +30hp axe.
if you want the Scavengers axe, just do the quest :P it takes 2 minutes once you leave presear to get it, and pop a +30 on it.
