AL bonuses global?

I have a quick question that I need help on about armor bonuses. Would bonuses apply to the whole body or just the specific location?

To give an example:

Ranger Frostbound Armor +15AL vs Cold
Ranger Drakescale +15AL vs Fire

Now, lets say I have Frostbound Gloves with +15AL vs Fire, would the +15AL only apply to the hands or would it be global? Would I be able to use Frostbound Gloves + Drakescale Boots and get both bonuses throughout? I've searched on Wiki and read that AL bonuses are ONLY local and do not stack (Found under Armor Sets Note - http://www.guildwiki.org/wiki/Armor_types#Armor_Sets). If anyone can clarify, I'd appreciate it.

It only applies to hands. The only global bonuses are Absorption and Mesmer "While Casting" Armor bonus.

It applies the +armor to the area where the piece of armor is. Example is the gloves
