Don't know about the +swords, but I have seen shields with strength prereqs. IIRC they are usually tower-shield types - but I have seen tower shields with tactics prereqs, so I don't know if it gets that specific or if it's just a random thing.

I looked on another website and it said that foci can get a + to an attribute and so can shields (rare of course). Im just curious though, can foci get warrior related skills such as swords, and can shields get non tactics based plusses? (plus to the skill, NOT the requirement)

I highly doubt you'll ever find a +1 sword on a shield or foci...

Reason Being is this:

If you've noticed that say, flame artifacts, never have a bonus to water magic, never have a bonus to curses, or domination.

I'd assume that is because they are generated by a system that looks at the item type before assigning bonus... so it'd be odd to produce an elementalist item, with a req for say, blood magic.

Same thing for bows, I don't think you'll ever find a bow with + Water Magic.

just 2 examples. One requires flame magic and has a plus to divine favor, the other requires flame magic and boosts earth.

It says "+1 'any attribute name' (1-20% chance while using skills)." for both shields and focii. I'm wondering, is this a mistake or does it really mean ANY.
