Nope, I'm afraid he's not hallcuinating. This thing is real, and it exploded into a fad over the weekend. There's a post about it over at GWOnline here:

Well, you can't kill for it, because it doesn't drop

. But you can pay about 50 ectos or so for one at LA 1. If that's out of your price range, you can get a 36-39%-longer one for much cheaper.
Or you can make one yourself by buying the parts: quest reward for Scavengers of Ascalon (3rd quest from Warmaster Tydus) + 2 enchanting axe grips. You'll probably see this axe (usually referred to as the "SoA axe" or "clean unmodded enchanting axe") being sold for around 15k. The reason this works is that this item starts with 2 built-in suffixes, Health +25 and Damage +15% vs. Charr. If you add any axe grip, it replaces the Damage +15% vs. Charr. Then if you add a second one, it replaces the Health +25. Adding two 20%-ench grips DOES work. (I made one of them myself and tested the timing, and yes, enchantments do in fact last 40% longer).
However, be careful. I got another axe and added a +29 health grip to make it Health +54 and then added another +29 health grip, and it reverted to Health +29! Adding a Defense +5 grip to make it Health +25 Defense +5 works fine though (and that's a nice setup for a trapper ranger to easily get within melee range to trap).
I am shocked that ANet has yet to do anything about this item, as it's devastatingly unbalancing for PVP. For example, Mo/E's can now have easy permanent Obsidian Flesh. I don't PVP, but it certainly makes my protector monk a lot more powerful in PVE. 19-second Aegis FTW

. Even though I'm enjoying it selfishly myself, I'm hoping for the sake of the game as a whole that ANet acts swiftly and removes it. Because of this one item, GW has now (at least temporarily) entered the ubiquitous class of "gear is everything" MMORPG's. Well, not really, because skill is still most of it. But I bet this enchanting axe is powerful enough to give a serious advantage in PVP. And I bet whoever wins the upcoming tournament will have a team full of them.
