Ember light camp, from the boss baltazar (spelling?). He's usually close to the warp, to the right. Note that he's not always there, I had to rewarp ~4 times or so before I got it ^^

Elite skill you can capture from Balthazar's Cursed in Perdition Rock outside Ember Light Camp.
