Character Deletion = Relocked Skills?

If say I got a N/Me char to lv 20 and got all possible N and Me skills, then I deleted that character, would I still have the skills that I unlocked? Like if I made a PvP N/Me would I still have all the skills I had before? Same question regarding unlocking items, if I unlock an item and then delete the character who unlocked it, do I lose the PvP selection for that item(rune for example)? Thanx for any replies ahead of time, if you need me to clarify anything go ahead and ask.

i'm pretty sure you keep them.

You definitely do keep the runes, skills, and weapon upgrades that you've unlocked, even if you delete a character... I've deleted one myself.

Alright thanx, cuz then I could theoretically get all the skills for all the characters and just make PvP, cuz no offense to Role-Playing but damn the missions are boring some times. thanx for the replies, if anyone here was wrong you can say so, I'll be checking this post for a little while.

Unlocks are per account so it doesn't matter which character unlocks something, nor does it matter if it is PvE or PvP. It is all available to a PvP character.

If you get 2 accounts each one is separate as far as characters, unlocks and storage.
