Hundred blades and cyclone axe

This 2 skills are attacking all foes around you,but i heard ppl saying that hundred blades require the foes to be closer than cyclone axe to be hurt,is that true?

Anyone who knows about? Please help me, thanks so much.

Cyclone axe attacks those enemies around you.

Hundred Blades attacks those enemies around your primary target. It also strikes twice.
