Can i pu5t different mods on weapons alrteady modded?...like can i put a
+28 staff head on if i dont want the +24 staff head thats already on.

You can, the other one will just dissapear, and you will have your +28 mod on the staff.

Mods overwrite mods, so the simple answer is yes, you can.

Now be careful. A mod of same type overwrites the current mod on the weapon.

Example: Like you stated, a staff head overwrites a staff head.
