Its an arena.. but I thought they removed that a month ago.

It was a portal to a PvP arena. That and the other consolidated arenas can now be accessed at Lion's Arch.

Its one of the PvP arenas that you are warped to from Lion's Arch or Droknars when you play Competition Arenas or Team Arenas respectively. They used to be seperate arenas, probably with different level requirements. But ANet realised that it was a terrible idea, and merged them into CA and TA, and that is now the only way to enter the Amnoon Arena.
