Weapon req question.

Ok I was bored one day so on my ele/mes I put a axe that needed 9 axe mastery. I equipped it just fine. So my question is what does req actually do?

Try fighting something with it. You'll do 3 damage or so. Requirement only affects the damage done with weapons (as well as the amount of energy you can get from off hand items).
