What does this meen exactly? Does this meen I will be unable to join a guild?

I think it basically means that guild hoppers or players who have a smurf guild will have that grace period to find a guild and stick with it during the time of qualifying for the championships.

Only has an effect on you if you were planning on doing the championships.

It means that if you switch guilds outside that time window, you will not be eligible for the Guild Wars World Championship.
