I just sold a scimitar with almost exact same mods on it:

15-22 (req. 10)
15% while hexed
-1/1
+4 armor vs elemental

I think i got 140 gold for it, sold it to the merchant. Thats about all its worth unless you can find someone desperate enough.

My sword has +17%, and +4 armor always...
I think I can get more than that...

while hexed sucks unless you like farming wind riders
