Effect of Marksmanship

So if a warrior is wielding a sword with req 9 swordsmanship, it is my understanding that he will not do any extra damage having swordsmanship at 10. For example a 15-22 sword req 9 will do 15-22 at level 9 or higher.

I would like to know if the same applies to bows. Once a ranger has met the req skill level will his bow do any more damage for more skill levels?

A Higher Marksmanship will inflict more damage to enemies for skills pertaining to Marksmanship, just as Sword skills will be more effective the higher your Swordsmanship is...

I think you're misunderstanding the effects of skill versus requirement. The higher your skill is in a weapon, the more damage you will do. I don't have the exact numbers, but the effect is significant. I seem to recall you do 100% of the listed damage at skill level 12, and about 115% at 16.

The requirement on a weapon only serves to determine if you can actually use it. It has no effect on the damage. So a req 7 15-22 damage sword will do the same damage as a req 12 one if both players have the same number of points in sword (which is >=12 in this case). If you have 7 sword skill and I have 12, with identical damage weapons, I will do significantly more damage than you against a target of the same armor and level.

[edit] Sorry, for your original question, yes, this applies to all weapons, and pet damage through beastmastery as well I believe.

See the section "Effect of Attributes on Weapon Damage". That's the improvement you get on base attack damage as your attribute increases. It's also the main reason most PvP warriors go around with 16 in their weapon attribute.
