My Me/Mo just got Mend Condition. It is around the Lion's Arch area. I can't remember where though. Hope that narrows it down for you.

I wound up with bothm thinking that Mend Condition would be great because it always gives a little health boost. Found out that the description should read "Target other ally...", meaning that you can't cast it on yourself. Anyone confirm this?

The Mend Condition description does say target other ally. The Mend Ailment spell can be cast on oneself, contrary to the skill description here on GWGuru.
