If you did the quests in order and havent been ran anywhere, youll get to Dragons Lair in the desert after ascention, LONG before you get to Defend North Kryta Province or Last Day Dawns.......

Do the 3 desert missions and then talk to the priest in Augury to do the ascension mission. That leaves you in Dragons Lair. This is the "normal" path thru the game.

ascention comes after you fight your mirror at augry rock. after you fight the doppleganger, you are directly sent to the dragons lair. You are able to fight your mirror and enter the Mesa at Augry Rock, after completing the 3 desert missions named Elonas Reach, Dunes of Despair, and Thirsty River, again if you played through you would know this.....
and the site and link chip posted works fine, i have it up currently from that exact link (bookmarked)

but if you have ascend3d already, then dragons lair is north, northeast of elonas reach on your map
