Just an idea I had. What about splitting the distracits of areas for different things? For example, like the european servers have split for English/French/German etc. This could be useful for places like ToA, where you could have 3 sets of districts for FoW, UW and questing. Or LA, for selling / questing. Or maybe even Tombs - what about a rank 9/6/3/general split?

The ToA and LA thing sounds ok but the thing in Tombs is a no no. If there rank 6 or 9 then they can go to international districts where most of them are.
