How much do y'all feel this axe is worth?

Sundering Chaos Axe of Warding
Slashing Damage 6-28 (req 12 Axe)
Damage +15% (while Health is above 50%)
Armor Penetration +10% (Chance 8%)
Armor +6 (vs. elemental attacks)

Is it worth upgrading the Warding to something like Fortitude? It's a pricey upgrade, and I've seen some say that it's not worth it, since a potential buyer want a different upgrade. But at the same time, I've seen those axes go for 400K+...
