I can't find it anywhere, where is the Collector and what is required to get it, im taling about the max stance one in the desert

Outside Thirsty River, along the east wall, take the teleporter across. Lord something or other. Requires 5 bleached shells <aka, 5k if buying>

The Shield: +45/-2 while in Stance. Shield has a skull icon for the graphic. Really dyable too.
