Im thinkin about what proffession (primary and secondary) i should choose for the upcoming beta. Im sure that i want my primary 2 b a ranger but im would ask for your imput on what my secondary should be. i was kinda thinkin monk cause ranger's are supporting people, they pick enemies off to help the front lines and then i can continue my supporting role by healing and ressurectiong. give me other ideas and if you have time back your idea up and help me make an intellegant descision

If monk is appealing to you, then try out a R/Mo. There is no wrong answer. It all depends on how you want to play. All the professions have thier strengths and weaknesses as primary and secondary. It's all about finding what works best for you.
In my opinion, on a general overview, R/E and R/W are for damage, R/Me and R/N are for damage and debuffs, and R/Mo is for damage and support. Try them all out or at least the ones that you think sound the best. We could sit here and tell you what to pick for days without making an impact on your decision, but if you tell us what you like to do in groups, what kind of skills you like, and even maybe create some builds, we can be more helpful.

whats the max lvl for a secondary. is it like ffxi where you can have a character thats 20/10 or are you able to have a 20/20 character like in DnD? And how do you lvl up your 2nd class do you have to change to it or do you pick up your support class at lvl 1 and they lvl up with eachother?

You level as a character, not your professions. The only thing you profession determins is your primary for look, primary atribute, and armor. The only thing your primary and secondary both give you are all the other non primary attributes and what skills you can learn.
When you do the quests for a secondary there is no difference in completing the quest and taking the secondary perminately at lvl 1 (but you will prob be at least 2 by the time you get to the trainer and complete the quest) or lvl 20.

Try Ranger/ Mesmer. Or you could do what I have done and try every last one of em. Didn't like /Warrior, didn't like /Monk, /Elementalist was only mediocre, and I have yet to try /Mesmer and /Necro.
