Can you put upgrades on the new candy cane weapons? I am not on right now, so i can not tell if you can or can not. Thank you

These items are useless, they're all are. They're for fun, that's all.

Indeed, ALOT of fun, what's more cool then ALOT of people fighting with Candy Cane Swords and Peppermint Shields, while walking around with a pumpkinhead during Christmas

actually, the bow is usefull for a trapper in UW, since the damage is high for a no-req weapon...

Wands are based on char level, not attribute level.
It's possible that serious warriors should want candycane wands.
Also, +10 armor is pretty good for no req. It's possible that serious ranger runners could use peppermint shields.
