Hammers are very unpopular in PvE, maybe around 5% of all warriors (maybe even less) use hammers. For this hammer, it probably won't even fetch 10k, so 10k is probably the maximum price.
Yes, it's perfect 15%, but it's not 15>50. The -5 penalty is pretty bad for warriors, who already have a small energy pool. True, warriors depend on regen, but if you get DP, with the -5 energy, you won't be able to cast some of the bigger spells.
Also, the req of 11 is pretty high and the skin is the worst one you can possibly get. Personally, I think this hammer is just a little better than shop sell. You will have a hard time selling it for 10k. You can probably sell it fair quick for 5k, though.
