It's the Leather Gloves, aka Tyrian Armor, and yes it only does cover the one hand.

The best looking ranger armor in prophs/factions IMO. Dyed with yellow and brown dyes.
The nightfall ones are pretty cool, maybe little non-ranger looking though.

Actually the top is 1k sunspear. The gloves are from the tyrian/leather set.

Obviously I'm not a fan of the bikini armour, and there really wasn't anything in Nightfall that I was interested in. So this'll be what I'm sticking with for one more chapter at least.
