I understand the idea behind putting point into skills and that those points will increase the effectiveness of your actions while in the game. But by how much do they increase one's effectiveness? SUch as If i have Axe Mastery and I have 1 point in it... how much more damage am i doing as apposed to if i just had 0 points there? If anyone know where i might find a chart please let me know!

Every point spent in a weapon mastery increase your damage with that weapon type by about 9%, increasing the mastery by 8 will exactly double your damage (the damage for each level follows an exponential curve). After you reach 12 in the mastery, the effects given to your normal attack are seriously diminished. You get less then half as much effect from points after 12, so it's probably not worth getting much higher then that.
In addition to your normal attack, of course you will make all the skills linked to that attribute more effective.
This applies to axes, swords, hammers, and bows (bows are linked to marksmanship). All other attributes except primary attributes ONLY affect skills.

yep, at 12 you do 100% of listed damage. Anything higher seems a waste of skill points.
Try it out a few different ways. I respec my guy over and over. You get the 24 respec points back pretty quick anyway.

check out this guide that ensign made, it really explains how everything (weapon and skill damage wise) works:
