This item was nerfed not long ago, bumping the 15% down to 10%...I had one myself just to find that it was changed down to 10% also...sry

Take a run outside of Serenity Temple, going straight south when you leave..cut straight down until your almost parrallel to Fort Ranik, direclty East of the city...There will be half a building erect there, backgrounded by a large deposit of crystal formations. The collector there will appear in random spawns, as I have noticed that she is not always there, and sometimes she is...It might require more than one trip of you, so get your running shoes on.

Oh, BTW, i believe the collector accepts Encrusted lodestones, so kill the Hulking Rock men on the way down there, and get at least 3 for the collector.
