First off, this is a build soley for fun. I was thinking the other day while browsing "The Worst Skill in the Game?" area, and it occurred to me that Holy Wrath and Keystone signet turned up multiple times.
Well, I would show them. I'll show them all!
Intended for CA and TA.
Warning! Kids! Don't try this at home unless you have self-esteem to spare!
Because you will lose with this build. Every time.
Monk/Mesmer

Inspiration 10
Smiting 11 +1+2
Divine Favor 10+1
Mantra of Inscriptions Inspiration Magic
Holy Wrath Smiting Prayers
Bane Signet Smiting Prayers
Purge Signet
Signet of Devotion Divine Favor

KeyStone signet Inspiration {Elite}
Ressurection Signet
Armor: Judge's Armor (Less energy for more armor against physical)
Focus items: 20% Faster casting for Smiting skills, and a 20/20 Divine Favor.
The increased cast for signets can really kill you. Literally!
Why didn't I use a superior rune or max out Smiting? Well, after a certain point, Holy Wrath won't return the cap amount of damage (47). Rangers or Warriors would have to deal above seventy damage for it to deal back the full forty seven damage.
Upon entering the game with your unsuspection team mates, you put up Holy Wrath on everyone, which should mean that you end up with zero regen (Enjoy the graphics, by the way. Neat, isn't it?). At this point, ignore the sixteen people who say "How do you keep your energy up? Lol."
You shouldn't have enough energy to use Mantra of Inscriptions, so use Blessed Signet to recover 12 energy and put it up. Try to use it right before battle, as suddenly losing all your energy when you're about to use the mantra is a bit annoying, to say the least.
Right before battle you should have HW on everyone, as well as MoI on yourself. If you're in CA and they don't know what to expect from you, the unlucky fools, make it known to them that you have Purge Signet and can remove conditions and hexes.
Use Bane signet on the called target, or whoever is targeting you, and then act as if you can heal by casting Signet of Devotion over and over again. Use Keystone signet to use Bane Signet twice, or if you really need to activate another one of your skills. Fake out Mesmers as they struggle to comprehend a Monk that isn't easy prey for Backfire. Watch. They're heads will explode!.
If they use distraction, throw away a skill and recharge with Keystone. Don't let Distraction catch Keystone signet.
What if someone dies/loses Holy Wrath?
Use Blessed Signet and very quickly (in fact, mash it!) activate Holy Wrath on the person as soon as they are revived. Do the same if Mantra of Inscriptions runs out. Hopefully you'll be able to get it off before you're energy is mauled by the other Holy Wraths you're maintaining.
I've died! All my enchantments are gone!
Um. This is a problem. A big problem. A momumental problem. Make do with using one Holy Wrath and then proceed signet spamming.
Why don't you use Signet of Judgement?
I considered it, but then the after-cast is even worse. Keystone signet is the, well, key in this build.
OMG! I've got backfire on me!
You use signets. What the heck are you complaining about?
I mean't Rust/Ignorace, n00b
Well, you'd be one of the first people to become effectively shut down by Rust or Ignorance. Congrats.
What about an interrupt Ranger?
Well, you're still screwed. But to a lesser extent! You won't suffer extra damage from Savage Shot, so try to catch all the interrupts and use Keystone Signet to recharge them.
Okay, despite the fact that I'm more a liability than a help, I've got a warrior on me!
Use Bane signet, Keystone, Bane again, and heal yourself as needed with Signet of Devotion. You're going to die eventually, but go out with a bang!
I've got more than one enemy on me!
Goodbye.
Interesting thing happened to me in CA, actually. I was spawned in The Crag with a healing monk, a knockdown (I think. Sorry Sorrow!) warrior, and a Air elementalist. We went on to rack up twelve consecutive wins (most of them flawless) until we lost to a ranger spike. Oh well. I think it was more the efficiency of the rest of the team than simply my build. Congradulate Nate Arvek if you see him for a game well-done!
And there you have it. I've yet to see another zero-energy build like this one, and I brainstormed the concepts myself (Other than seeing a dead link to "Signet Mesmer" on guildwiki that got me thinking) so I think I'm justified with attributing this build to myself, Albert Lai/ Mosgerion Salfimius, though I play as Hadrian Steel with this build in PvP.
How to infuriate allies and befriend enemies. Or, how I learned to love the bling.

Fun fun

i too made to 12 consec wins....then got shattered by a ranger spike team.
my build was something like this...

N/Me -health/energy degen and anti-monk
R/Me -major spike vs. casters
W/R - Cyclone axe and tiger's fury in a group of people ftw!
we did sooo well!!

I've actually found that the build works fairly well.(One time we got four consecutive wins with a level seven Warrior in CA. Not that great, but hey! I'll take my victories where I get them.)
Intresting story, actually. I once encountered a Me/E in CA with Ignorance and Rust. Wow. Considering that just about everyone has only one signet skill (Ressurection Signet) it was a bit weird to run into the two skills designed to hurt my build. Oh well, we rolled over them anyways.
It's not as effective as, say, a real build (boon/bonder) but I play around with it for the novelty value. Plus, it's sort of a way to stick it to those annoying mesmers. Backfire? Ha! I laugh at you! Massive degeneration hexes? Purge Signet! (Have fun waiting the three seconds it takes to pull that off, though)
Weird. Where are all the people saying that this is a rehash? People seem to mention it everywhere I go (Heck, the submission template mentions a Signet monk!), but this is the only one I've seen, and I thought it up myself.

I must be missing something here. Holy wrath drains 10 energy every time an ally gets hit. By my estimation, that means you should run out of energy almost right away, and once you do, your enchantments should expire. I realise you are getting some energy back with your signets, but it shouldn't be enough to counter the drain in my estimation, especially if they have multiple warriors. Or is there something weird about holy wrath that I don't know?

It doesn't cancel your enchants when you reach 0 energy. As the poster will never have negative regen, the enchants stay, but yes he will be stuck with no energy the whole time.
If it did cancel the enchants, Holy Wrath would be my new #1 worst skill!

wat my name is
i say protection bond is the #1 most useless skill now. Also does keystone signet also recharge resserect signet. I thought that was only recharged once
LifeInfusion
Funniest part is I tried this, like a month or two ago. Sad part is, it doesn't work againsta ny team that can actually deal damage.
Dodo The Extinct
Prot bond is an amazing skill when used right.
