The staff is a reward from "Fires in the east" quest. You can acquire the quest from "Captain Arne" in Ascalon.
Add the +5 insightful head to bring it from 13 energy to 18.

Oh, you've found the Stockpile Trapper Staff.
Its more convenient for stockpile trappers since they need their energy outside of battle. Try to use the staff while under attack - and your energy can be sucked right from you.
