The missions youre referring too is the Sanctum Cay mission. Thsi will take you to the desert to ascend.
The different vials of dye can be applied to armor, weapons, sheilds, wands... to allow you to change their color and sort of color customize them for the look you want for your character. you can also sell them to other players that want to do the same thing.

Sanctum Cay mission is after all the missions in Old Ascalon, Northern Shiverpeaks, Kryta and Maguuma Jungle. Just do all the missions and quests in order and you'll get there.
Remember that dyes can be very valuable, especially black and silver. Any color dye is worth more than most drops you'll get from monsters--just don't sell it to the regular merchant!
