when you "unlock" an item, you are now able to use it when you create a pvp character. You also will notice you can "unlock" spells, so lets say you create a roleplaying monk and have a pvp monk(2 different characters). When you create your pvp monk, you can only select what is default for pvp monk. Then while playing your roleplaying monk as you progress and buy or learn skills from quests, you "unlock" these skills. Now when you go back to your pvp character, you can press the "k" key aka skills listing, and now you will see more choices as you have unlocked new skills from roleplaying.

I found a bow and when I identified it I unlocked something. Now if I sell or give it to my friend will he also unlock the same thing or is it a first time only thing?

First-time only thing. That's why you see people selling unidentified items.

Newbie question, but if I ID a item and it drops down the road, it will be recognized by me right? I'll never have to use the ID on it again

No. You could find a salvage drop, ID it and find that it has a rune. The next day you could get another salvage drop that is unidentified, ID that one, and it turns out to be the exact same rune you got the other day.
