The skill trainer in Beetletun has it.

Yes, it affects all nearby foes. I combined this with a clueless warrior today to drain an enemy monk's energy pretty quickly.

Quick Shot's timing is weird. This post should clear up your timing questions, though. Regarding your last question, Quick Shot has no effect...

I just tried it with plague touch and this definitely does not work against monsters. I doubt it works on players either.
