increasing fps on a really bad comp

i just got updtated drivers for everthing and don't see a real diffrence and for the OS i think its xp home Edition or something like that ill...

im on a 3 year old laptop and really can't afford anything don't have a job this year my specs are 256 megs of ram intel pentium 4 cpu...
