Not to burst your bubble but it's a preorder item. Which means you need a preorder key... [preorder items cannot be traded, dropped, or sold]
If you don't care for the damage on the wand, there's a collector in ToA that has a 15/-1 wand. It's not max though.
Wands cannot have a +damage modifier, nor can they spawn with +life.
I'll sell you 10 stacks of charr hides for 2 and a half gp ^_^
