Not near... very high req and 13% is kinda far from 15%... plus shadow bows are really not hot items... so definitely agreed with voutlaw's...

So, if it's max dmg it's worth 3-5k you didnt get ripped too much then.

There's a specific sticky thread for weaps upgrades on top of this forum check that out. If the up is not listed then it's worth nothing....

Merchant stuff---the skin is pretty common in Shiverpeaks and it's not max dmg or with a nice mod.

Not much +17% while hexed is the least desiderable and far from max stat... 2k if you feel like spending some time selling it (i would merchant it)
