I'd say around 15k but dont trust me i'm really bad with shields (and many other weapons btw )

A req 8 without perfect mods is around 100k. This one modded like this should be around 60k, waste of mods if you plan to resell it.

A req 9 14>50 with nice mods is worth anything around 15-20k.

I sold a req 10 +14% for 6k... this one i guess would be around 15k. Not too sure though.

I would NOT salvage, it's a really nice staff. Worth around 40k imo.

I have no idea so consider this a little bump... 120-140k?
