Guys above me are right... I've never tried selling a fortitude +25 and a check on the weapon mods thread shows that it's non-existent...

Merchant or salvage if you have the time to sell imperfect mods.
You might get 3-5ks for the wrapping of fortitude, but otherwise I would merchant.
