I think the basic idea of the "offer" is to see if you're going to offer over market price so they can make additional money from it....

I think people generally run Ascalon foothills. There's guaranteed to be one chest and you can run back and forward through it to your hearts...
You can't see another guild's roster without becoming a member, even within an alliance. If you know a specific person you are looking...
