Try abandoning the quest and starting over, it might be bugged.

I believe the second 15 attribute point quest is called "An Unwelcome Guest" which is acquired in Seitung Harbor.

I tried it four times today hoping it would eventually work, but of course it didnt. I hope they fix this soon.
