This happens to me in AB. I just assumed i was lagging. But then my character would still repsond to wasd, and once I'd moved i could fire....

IMO Alliance battles. You can get their by going to your guild hall and then talking to the guy with 'alliance battles' next to his name....

Yeah i think level 14 is a bit low for that quest. There are plenty of quests on Shing Jea island and in kaineng center to get you to level 20...
