1. Most 15k armors are utter trash when compared to their 1.5k versions. This is total opinion, but it's an opinion I've had since release.
2. Don't bother yourself with PvE scrubs such as the one you've mentioned. They're not worth your time, concern, or effort in trying to save. Ignore them whenever possible.

Looks, definitely. Functionality (runes aside) hardly bothers me at all.
Monk -- The one thing that stopped me for getting energy bonuses on all my monk's armour was that she'd be running around practically naked. In the Shiverpeaks. As it was, I only got the arm tatts, then 1.5k censor's shirt and pants, which I dyed a goldish hue. I got her the 15k sandals that have vine-like tattoo designs going up the leg, because 1) Liked the tattoo 2) Didn't want to run around barefoot. Until Factions. Got 15k Luxons, with the exception of the sandals.
Mesmer -- fell in love with 15k Rogue as soon as I saw it. Of course, I'm also in love with two of the other 15k sets (Prophecies)... so one day... And Fissure... perhaps. :x If I EVER amass that many ectos. I'm not a farmer.
Ranger -- Unimpressed with all the 15k armour. 1.5k druids is, IMO, more appealing than the 15k druids (again... half naked...). She has a mixture of 1.5k Canthan stuff from Kaineng, but I do like the Tyrian collector's armour, which I'll have to get one day. I also like the Fissure Ranger armour, but it's doubtful I'll ever get it.
Elementalist -- I pretty much detest all the (female) ele armour. Cynn probably has the only set I like, and it's naturally not for sale. Mine currently has 1.5k Geomancer stuff. Only reason I bought armour at all is because I think I dislike the collector stuff the most.
Ritualist -- I like quite a bit of the cheap Ritualist stuff, and would be satisfied with it, but I also really like some of the expensive ones. The problem with Ritualist armour is that it's hard to mix certain armours. I tried to combine 15k Canthan, Imperial and Kurzick and... well, I'll be spending some more money to fine tune *that* wardrobe. I won't be touching the Exotic fashion line with a ten-foot pole, however.
Assassin -- I spent a good chunk of time the other day trying to decide what armour to get now she's in Kaineng. None of them really stand out as armour I *like*, though there are styles I have definitely decided against. She'll never have 15k armour. Don't like any of them enough to dish out for it.
It's nice that I've played GW for long enough now, and gotten a couple of *really* nice drops (which I sold) that I have a sizable enough bank account to feel fine about splurging a little on armour. In real life, I hate clothes shopping. In GW, I like to look good. ;D

i feel that some 1.5k armors look way better than some of the 15k ones (Kurz monk female 1.5k is WAY better looking than the 15k).
With that note, i buy what looks good, but i always have an armor set thats just for functionality.
Thanks to faction skins, i can get a look i want without sacrificing functionality.

To me, with the proliferation of greens and their ease of acquisition (heck, most people that leave Shing Jea Island have enough cash to purchase a green), I view people that call out either (1) collector's items or (2) plain items - which generally indicate that they are likely gold items; are more likely your more experienced players.
But that may be just my bias towards green items, as I've never used one...

Personally, all my armour is 1.5K with one exception. My necro, my favorite character by far is decked out in FoW armour and has a nice set of greens for one build, and another set of weapons for a different build I use.
I did earn the FoW armour, lots of runs to FoW and UW, lots of solo farming, and a bunch of lucky drops. So, am I proud of it, yes. Do I brag about when I am in a group, no. Everyone can see it, enough said. If someone in the group asks me about, I answer. If someone compliments it, I say, thank you.

Ok...heres the thing, EVERY MMo has armor sets are expensive or rare to obtain. Why do people even complain that others bother in buying expensive armors like fow. It'd be pretty stupid if all armor sets in an MMo are cheap and easy to get. Yet some people rant on why people even spend their money on 15k or fow.

I buy15k armor for my characters because they won't allow me to PvP them without it. It's also a good way of showing how much money you can sink, and keep smiling =)

Of course I judge someone by their looks. Or rather, I judge their fashion sense and/or lack thereof. There are some armor combos and dyes that are simply to die for. Then there are those armor combos, sets and dyes that not only make me want to gouge my eyes out, but wonder how the player doesn't manage to warp the space-time continuum with their sheer overwhelming bad taste.
Otherwise, I don't give a damn about how much they spent on their armor. 1.5K or 15K, there's no helping fugliness.

on my W/Mo I had more than enough to choose between 15l and 1.5k kurzick armor, and personally I prefer the looks of 1.5k kurzick on MALE warriors (15k is nicer on females IMO and would have went that way) so I took that. It doesnt make me any worse, it has equal stats and IMO better looks.
Although I do think alot of people get 15k for that reason (just it being 15k)

I buy whatever I think looks the best. If I like a set of 15k armor, I buy it...if I prefer the 1.5k...I buy that. If I think it'll look good mixed/matched...heh, I do that, then.
I can't really see buying 15k....just because it's 15k. If I prefer the looks of the less-expensive version, then I'm obviously gonna go with that. Yeah, I know I'm missing out on being ultra uber-godly by not buying every 15k set available, but that's just not my thing.
As for FoW...I wouldn't buy it. Besides maybe female Monk...I don't like it...

Last year I aquired FoW armor on my ranger for the challange of doing the UW and Fissure and gathering the materials. Eight months later I got FoW armor for my Mesmer just because I had it on the ranger and wanted to keep my charactors the same. If I ever create another charactor I will not get the FoW armor for him because its too much grind. The new titles take up too much time to grind for FoW.

I usually get the armor set / combo that pleases my eye the most, be it 15k or 1.5k. Of course, usually money is an issue too, but most of the time I could've afforded the armor I've wanted, has it left my bank account empty, well, that's a whole different ballgame.

When I buy 15k armor it's for the look (and when I have enough $$), not the leetness of it... I'm happy wearing 1.5/combos/even some of the new max lvl starter/collector armor. And that's the same reason why I don't have any FoW (well, I don't like most FoW's looks and I've never had the money for it lol). There's a few cases where I think the 1.5k actually looks better than the 15k (male Kurzick monk for example), or where the two look nearly identical (male ranger Fur-lined/Frostbound anyone? -- heck, there's more difference in the name! lol).

I'm still waiting for the promised "fix" in Tyria which will let Tyrian armor abilities be independant of looks (it like Canthan).
All my chars have a mishmash of pieces cause I went with what looked best to me. Sure if one of those pieces is Tyrian, I'm taking a possible hit in functionality, but ah well - my skill tends to make up for it enough not to matter.
If someone wants to go out and buy one more more sets of 15k and then dye it black just to show off their riches... go for it. I'll bend my income to making my guildies better equipped, or helping that "noob" in pre-searing armor get his first set of Ascalonian.

Function over form for me. I went through all of Prophecies with regular 1.5k armor for several characters, and only splurged on 15k armor for my ele in Factions, and that was only because I thought it was the best looking armor I could get for her. I've since bought 1.5k for my ranger and for my necro because I liked it better than any of the 15k armors, and ultimately it's not any better or worse than the 15k.
I'd rather spend my money on useful things, like giving it to people or spending it on my guild. Or buying dye. lmao

There have been few sets of 15k I find appealing, in fact there have been few sets of armor as a whole that I find appealing.

I went straight from 1.5K Druids to Fow Druids. I get in groups all the time now, favoured over other Rangers, and it changed how I play for good.
Before:
Group Leader: GLF Monk Shutdown/Interrupt for FoW
Bad Apache: I can shutdown a Monk permanently
Group Leader: Ok how?
Bad Apache: Consussion Shot hits Orison dazing them, then i go for necs/ele
Group Leader: You dont interrupt the Monk?
Bad Apache: I daze the Monk and interrupt the other casters
Group Leader: Sorry we need Monk shutdown
Now:
Bad Apache: Fow Team // Need....
Since I got Fow, I allways get groups, get in groups, get members and I am never questioned on my interrupt abilities...

B) looks good either as aprt of a combo or set (something Ive yet to find cos i think most 'sets' are quite grim)

You might be referring to the armor effect update that happened some time ago to make the Canthan and Tyran armor effects the same (Dreadnought's/Dragon, etc.). But, I don't believe there ever was a promise of bringing the Canthan armor theory of "same look, any function" over to Tyria at any point.

People must really think my warrior is a noob then, because he has a cheap dye job on Ascalon 1.5k Dreadnoughts armor from Cantha (which I still say is better looking than any other warrior armor), and everytime a mission starts, I usually let them know I'm wielding a hammer. It's the only toon I do this on, because there's added benefits to a kd warrior with some builds that I run with other toons, and I personally like to know ahead of time.

How impressive a person's armor ranks fairly low on the list of what makes a person a good team member in my eyes.
Getting lots of gold does not require that you be a team player, intelligent, or even have a that great of a grasp of the game.
I'm not saying grind monkeys are necessarily filled with the lowest common denominator, but it definately isn't devoid of them by a long shot.
